I have had this issue on and off with my Hp micro server for a while.
I think I have found the problem. Windows firewall was blocking java access, I changed the firewall config to notify any program’s requesting access.

Edit: Too many issued with this software, switched to free Plex media server and Serviio. Installed both, Serviio worked well with Sony TV, Plex had iphone app.
